RE: Article 37 (Elementary) Supervision

In bargaining, Article 37 was put in place, and includes the following: the reduction in the amount of supervision time for teachers (37.03); equity in supervision time for all teachers on staff; elimination of voluntary activities from the supervision schedule; and adherence to the 300 minute instructional day.
A joint committee with OECTA and the Board has been working since the fall of 2005 in an effort to reduce elementary supervision time. School supervision schedules have been shared and reviewed, twice in 2005-06 and twice so far in 2006-07. “Best practices” for reducing supervision time were identified by the committee last fall and sent to the schools for discussion and implementation by January 6, 2006, where possible. Safety of students must always be considered.
We have reviewed and summarized the information from the supervision schedules provided from schools. The committee met last week to try to deal with the fact that the supervision aggregate is above 100 minutes at this point in time. Some teachers continue to have over120 minutes of supervision time per week, with up to 150 minutes. We are continuing to work together to reach a solution.
It appears, also, that supervision is occurring on a fairly frequent basis beyond that which is on the supervision schedules. Enclosed is a sheet for each teacher in your school. We are asking that a log be kept for supervision duties assigned above those on the schedule, the sheets returned to you, then forwarded to the Unit Office mid-December.
